NOTIFICATION ON ESTABLISHMENT OF THE (BITC) AS A RESULT OF THE MERGER BETWEEN BEDIA AND IFSC

This communication serves to inform you that as a result of the Government Rationalisation Strategy as espoused in the “Rationalisation of Certain Parastatal and Public Entities (2009)”, a strategy developed by the Public Enterprise Evaluation and Privatisation Agency (PEEPA), the services that have been offered by the Botswana International Financial Services Centre (IFSC) and the Botswana Export Development and Investment Authority (BEDIA) have been restructured and will, with effect from April 1, 2012, be offered by the new entity, named Botswana Investment and Trade Centre (BITC).The focus of this strategy is reduction of public expenditure and improving cost efficiencies. It is also geared towards improving the functioning, efficiency and policy coordination of national investment promotion and export development activities.




This strategy was approved by Cabinet and a bill to merge the two entities was passed by Parliament in July 2011. As part of the merger process a Botswana Investment and Trade Centre Act, 2011 which seeks to provide for the merger of the two entities into a single entity (BITC) was published in the Botswana Government Gazette dated 23rd September, 2011. The BITC is a new organisation tailored to become an integrated Investment Promotion Authority (IPA) that will serve as a focal point for investment promotion, export development and nation branding. It is intended to enable improved service delivery as well as results in an organization that has a focused and encompassing mandate that will propel investment promotion and export development as key components of the economic diversification strategy. So far the following developments have been achieved in setting up the new entity:


1. The Botswana Investment and Trade Centre (BITC) Act No. 12 of 2011 (An act to provide for the merger of BEDIA and IFSC into a single entity) was published in the Government Gazette of September 23, 2011.

 2. Appointment of the BITC Board of Directors (8 members) has been done.

3. The recruitment of the BITC Chief Executive Officer is ongoing. 


The BITC wishes to assure you that all services that have been rendered by the two institutions (BEDIA & IFSC) will not be impacted and furthermore, it is important to reassure all clients that Government has not deviated from developing Botswana as an International Financial and Business Service Centre, nor has it departed from the intention to encourage, promote and facilitate the establishment of export-oriented enterprises in Botswana.
